摘要
1927年6月,中共修订章程,明确省级委员会为正式组织层级。抗战时期,省委在敌后根据地仍为重要一级。从中共冀豫晋省委的成长历程来看,其最初主要是执行上级交办的任务和传达指示,在北方局和八路军的指导帮助下,很快即能主动和创造性地开展工作,独立工作能力迅速增强。省委注重培养下属特委、县委的领导能力,并逐渐扩展至群团等外围组织。省委的健全是上级组织扶助的结果,成长起来的省委转而帮助下级组织。这种上下联动培育组织的做法,所要实现的是“让组织成为科学的机器,一振百动”,也是要“改正手工业的工作方式,有计划地运用组织推动工作”。在此过程中,革命经验在区域和代际间传递,一些颇具中共特色的工作方式和组织机制也被沿用和创新。冀豫晋省委的成长历程反映了中共在全面抗战时期走向成熟的局部图景。
In June 1927,the CPC revised the Constitution to clarify the provincial Party committee as a formal organizational level. During the War of Resistance,the provincial Party committees were still important level in the resistance bases behind the enemy lines. From the perspective of the growth process of the CPC Hebei-Henan-Shanxi Provincial Party Committee,it initially mainly implemented the tasks and conveyed instructions assigned by the superior. Under the guidance and help of the Northern Bureau and the Eighth Route Army,it was soon able to carry out its works actively and creatively,and its ability to work independently was rapidly enhanced. The Hebei-Henan-Shanxi Provincial Party Committee paid attention to cultivating the leadership of its subordinate special Party committees and county Party committees,and gradually expanded to peripheral organizations such as mass groups. The perfection of the Hebei-HenanShanxi Provincial Party Committee was the result of the support of higher levels,and the growing Committee turned to help lower organizations. This kind of up and down linkage practice of cultivating organizations was aiming to “letting the organizations become scientific machines and play leading role,” and also to “correcting the working mode of the handicraft industry and using the organizations to promote works in a planned way.”In this process,the revolutionary experiences were passed on between regions and generations,and some working methods and organizational mechanisms with the characteristics of the CPC were also used or innovated. The growth process of the Hebei-Henan-Shanxi Provincial Party Committee reflects the partial pictures of the CPC becoming maturity during the total resistance against Japanese aggression.
