摘要
针对复杂情况下特别是多节点联动调度需求下的调度场景,多媒体融合通信被广泛引入到应急指挥中心的总体建设中,基于该技术构建的业务体系也成为应急指挥调度新的应用方向。本文通过整合现场监控图像、单兵设备、移动智能终端和视频会议等多媒体手段,建立数据传输、语音通话、视频接入的融合通信指挥系统,解决突发事件综合研判、应急现场指挥调度、会商研判等方面支撑能力不足的问题。
Aiming at the scheduling scenario in complex situations, especially under the demand of multi node linkage scheduling, multimedia unified communication has been widely introduced into the overall construction of emergency command center. The business system based on this technology has also become a new application direction of emergency command and dispatching. In this paper, various multimedia methods such as field monitoring images, individual equipment, mobile intelligent terminals, and video conferencing, etc. are integrated, and established an unified communication command system for data transmission, voice call and video access. It is used to solve the problem of insufficient support capacity in comprehensive research and judgment of emergencies, on-site command and dispatching of emergency, research and judgment of consultation, etc.
