摘要
为避免集体遗忘、妥善保存并利用文献遗产,联合国教科文组织于1992年启动“世界记忆项目”,成为其“三大遗产旗舰项目”之一。以该项目为依托,教科文组织陆续颁布11部文献遗产保护政策性文件,形成了世界文献遗产保护的政策体系,并引领、影响全球各国文献遗产政策的建立与完善。然而近年来,世界记忆项目正面临“政治化”危机。由于缺乏对相关政策的深入理解,一定程度上限制了我国遏制“遗产项目政治化”的行为。因此,系统、深入分析联合国教科文组织文献遗产保护的政策体系,批判性反思政策体系的地位匹配度、制定合法性及话语权对抗问题,对我国积极推动世界记忆项目良好运行、参与文献遗产国际规则制定具有重要意义。
In order to avoid collective forgetting,properly preserve and utilize the documentary heritage,UNESCO established the Memory of the World Programme in 1992,which became one of its three flagship heritage programme.Based on it,11 policy documents on documentary heritage protection have been issued successively and formed a worldwide policy system for protection of documentary heritage.At the same time,it will lead and influence the establishment and improvement of documentary heritage policies in countries all over the world.However,in recent years,the Memory of the World Programme is facing a political crisis.Due to the lack of in-depth understanding of relevant policies,China’s efforts to contain the politicization of heritage projects are restricted to a certain extent.Therefore,it is of great significance for China to actively promote operation of the Memory of the World Programme and participate in formulating international rules for documentary heritage protection through systematically and deeply analyzing the policy system of UNESCO’s documentary heritage protection and critically thinking about the status of the policy system,the legitimacy of the formulation and the confrontation of discourse power.
