摘要
本文基于制度分析与发展(IAD)框架,对利用集体建设用地建设租赁住房的试点工作进行系统梳理与分析,探究集体土地建设租赁住房政策实施过程中各行动者对于政策执行的影响作用,提出需要解决的相关问题及工作建议。通过对我国18个试点地区政策执行情况以及试点项目完成情况进行调查研究,得出以下结论:在集体土地建设租赁住房试点政策中存在行动者地位与身份发生错位、无法承担其身份相应的职责的情况;村集体经济组织无法匹配相应的支付能力阻碍了参与试点的积极性;政策控制水平过于集中,其他行动者无法表达利益需求。为此,建议鼓励村集体行使监督权力,政府加强金融政策支持,同时放宽政策条件、提升自主权限,探索更为成熟的发展模式。
Based on the Institutional Analytical and Development(IAD)framework,this paper systematically reviews and analyses the pilot project on the use of collective land for the construction of rental housing,explores the role of various actors in the implementation of the policy building construction of rental housing on collective land,and puts forward relevant issues and corresponding suggestions.The following conclusions were drawn from the study of the implementation of the policy and the completion of the pilot projects in 18 pilot areas in China:the status and identity of the actors in the pilot policy of building rental housing on collective land are misaligned,and they are unable to assume the responsibilities correspondingly;the village collective economic organizations cannot match the corresponding payment capacity as the result of inability,which hinders the motivation to participate in the pilot;the level of policy control is over-centralized and other actors are unable to express interest needs.Therefore,it is suggested that village collectives should be encouraged to exercise their supervisory power,the government should strengthen financial policy support,and at the same time relax policy conditions,enhance their autonomy and explore a more mature development model.
