摘要
珠三角经济发达的中等城市,普遍存在小汽车增速过快与城市交通基建薄弱之间的供需矛盾,导致交通拥堵问题突出。国务院2019年发布了《交通强国发展纲要》,提到至2035年基本实现交通治理体系和治理能力现代化,城市交通拥堵基本缓解的要求,城市交通拥堵治理工作面临更高要求。以佛山市南海区为例,通过解读交通强国要求,寻找南海区交通现状发展在设施、技术、管理、服务四大方面存在的差距,并围绕“绿色主导、精准治理”的核心思路,从打造高融合城市交通网络、构建高质量交通出行服务、推广高智慧交通技术应用、建立高效能交通管理体系四大方面,研究制定适合南海区的交通综合治理措施及保障措施和机制,在帮助南海区优化交通的同时,为同类城市提供参考。
In the middle-sized cities with developed economy in the Pearl River Delta,there is a contradiction between the supply and demand of cars and the urban traffic infrastructure,which leads to the prominent problem of traffic congestion.In 2019,the State Council issued the“Outline of the development of a powerful transportation country”,which mentioned that by 2035,the modernization of the traffic management system and governance capacity will be basically realized,and the requirements for the basic alleviation of urban traffic congestion will be relieved.Urban traffic congestion management faces higher requirements.This paper takes Nan-hai District of Foshan City as an example to study the existing traffic development gap.Centering on the core idea of“green leading,precise governance”,this paper studies the comprehensive traffic management measures for medium-sized cities from four aspects of network,service,technology and management,so as to provide reference for similar cities.
