Research on the Effi ciency of Technological Innovation in China’s High-tech Industry

摘要 “十三五”期间,我国高技术产业发展强劲,占制造业比重持续扩大,创新发展取得有效突破。本文通过DEA模型、Malmquist指数模型、聚类分析,根据2009—2019年的有关数据,测算我国30个省市及东、中、西部地区的技术创新效率、全要素生产效率等。研究发现,目前我国中部地区高技术产业的技术创新效率最高,其次是东部地区,最后是西部地区;我国有过半省份高技术产业技术创新效率达到DEA有效性,而且欠发达省份的创新效率不一定比发达省份的效率低;聚类结果表明各省市的技术创新效率没有按照东、中、西部地区的结构分布。 During the“13th Five-year Plan”period,China’s high-tech industry developed strongly;its proportion in the manufacturing industry continued to expand,and effective breakthroughs were made in the innovation and development.Through DEA model,Malmquist index model and cluster analysis,according to the relevant data from 2009 to 2019,this study calculates the technological innovation effi ciency and total factor production effi ciency of 30 provinces,cities and the eastern,central and western regions of China.It is found that at present,the technological innovation effi ciency of high-tech industries in central China is the highest,followed by the eastern regions,and fi nally the western regions;in more than half of the provinces in China,the technological innovation effi ciency meets DEA eff ectiveness,and the innovation efficiency of less developed provinces is not necessarily lower than that of developed provinces;cluster results show that the technological innovation effi ciency of provinces and cities is not distributed according to the structure of the eastern,central and western regions.
