摘要
生态效率的研究意义在于如何将经济发展和环境保护结合,促进社会各要素的可持续发展。华东地区是中国最发达的地区之一,理想的地理位置、先进的技术、丰富的资源和开放的环境等为中国经济的不断发展做出了贡献。然而,华东地区的工业化和城市化扩大了资源供需失衡和环境破坏。环境问题与经济发展之间的矛盾日益突出,严重影响了经济的可持续发展。随着第十二个五年计划的实施,华东地区工业进一步持续发展,给资源和环境造成巨大压力,因此,改善东部地区的工业环境和工业生态效益十分必要。文中基于前人研究成果,总结了生态效率的概念、评价方法及实践应用,并以位于华东地区的江苏、浙江、上海、山东、安徽、福建和江西7个省市2012-2017年的面板数据为例,构建了生态效率投入产出指标体系,然后利用超效率DEA模型计算了2012-2017年来各地区的工业生态效率,并根据效率得分和Malmquist指数分别对各省份的工业生态环境效率进行静态和动态分析。
The significance of researching ecological efficiency is how to combine economic development with environmental protection to promote the sustainable development of various social factors. East China is one of the most developed regions in China,of which the ideal geographical location,advanced technology,rich resources and open environment have contributed to the continuous development of China ’s economy. However,industrialization and urbanization in East China have enlarged the imbalance between supply and demand of resources and environmental damage. The contradiction between environmental problems and economic development has become increasingly prominent,which seriously affects the sustainable development of economy. With the implementation of the twelfth five-year plan,the further and sustainable development of industry in East China has put great pressure on resources and environment. Therefore,it is necessary to improve the industrial environment and ecological benefits in the eastern region. Based on the previous research results,this paper summarizes the concept,evaluation methods and practical application of ecological efficiency. Taking the panel data of seven provinces and cities in East China which are Jiangsu,Zhejiang,Shanghai,Shandong,Anhui,Fujian and Jiangxi from 2012 to 2017 as an example,the input-output index system of ecological efficiency is constructed. The super efficiency DEA model is used to calculate the industrial ecological efficiency of each region from 2012 to 2017. According to the efficiency score and Malmquist index,the static and dynamic analyses of the industrial ecological environment efficiency of each province are carried out.
