摘要
景东县森林资源得天独厚,但在采伐限额执行过程中,却存在着资源利用低、限额执行效率低,采伐结构不合理、天然林资源管理难度大、干部业务技术水平低等问题,故以2019年景东县采伐限额执行情况为例,提出了通过优化森林采伐限额结构,加强宣传引导,加大执法力度,加强林木采伐、木材加工、木材运输的审批和监督管理等措施,提高森林采伐利用率和采伐限额执行率,在切实保护好森林资源的提前下,充分发挥林业经济职能。
Jingdong County has unique forest resources.In the process of implementing the cutting quota,there are some problems,such as low resource utilization,low quota implementation efficiency,unreasonable cutting structure,difficult natural forest resource management and low professional and technical level of cadres.Taking the implementation of logging quotas in Jingdong County in 2019 as an example,this paper discusses measures such as optimizing the structure of forest logging quotas,strengthening publicity and guidance,intensifying law enforcement,and strengthening the approval and supervision and management of forest logging,timber processing,and timber transportation to improve forest logging.The utilization rate and the implementation rate of cutting quotas will give full play to the economic functions of forestry under the effective protection of forest resources in advance.
