摘要
“第一公里”冷链服务是农产品在整个供应链环节保鲜保质的关键。分析认为“第一公里”农产品冷链处理可以通过当地种植大户、批发市场、第三方物流等路径(组织主体)来完成。从解决各路径个性化问题的视角,提出政策倾斜支持种植大户带动小农户对农产品进行规范化冷链处理;多主体参与产地市场建设,完善市场基本交易规则,提升冷链服务能力,科学厘定冷链服务价格;通过精准招商等,引进、培育规模化冷链物流企业等策略。此外,从解决各路径面临的共性问题视角,提出预冷知识宣传与技术培训,扶持农产品品牌与制定“第一公里”冷链服务技术标准,加强冷链服务基础设施建设,完善优秀人才培养、使用制度等策略。
Predicating that the"first mile"cold chain processing of agricultural products can be completed through such agents as local large planters,wholesale markets,and third-party logistics providers,etc.,and from the perspective of helping each agent for this purpose,this paper proposed a series of strategies including preferential policy to encourage large planters to lead small farmers into standardized cold chain processing of agricultural products;multi-agent participation in the construction of the place-of-origin market to improve basic market transaction rules,build better cold chain service capabilities,and scientifically price the cold chain services;and introduction and cultivation of cold chain logistics enterprises of scale through precise investment promotion and attraction,etc.In addition,in order to solve the common problems faced by all the agents,it proposed countermeasures such as pre-cooling knowledge publicity and technical training,support for agricultural product brand building and formulation of the technical standards for"first mile"cold chain services,strengthening the construction of cold chain service infrastructure,and exploring the mechanism for the cultivation and appointment of outstanding talents in this field,etc.
