摘要
趋同管理来华留学生一直是我国留学生教育发展的原则和方向,但由于来华留学生教育性质、招生历史、教育模式、管理制度等方面原因,高校难以真正做到趋同管理。而学界关于“来华留学教育为何难以实现趋同管理”的根源性研究近乎空白。基于此,研究通过对7所“双一流”高校留学生工作人员等相关利益者进行深度访谈,系统探讨该问题。研究发现,来华留学生招生政策与招生体系设计缺失是趋同管理难以实现的根源性因素;教育教学管理缺陷、留学生学习投入不足是趋同管理难以实现的基础性因素;留学生管理机制不完善、服务体系失之偏颇是趋同管理难以实现的现实性因素。在趋同管理势成必然的当下,应从“根源”出发,建立来华留学生资格审查机制,严把入学门槛,完善招生体系;从“基础”建造,健全来华留学生教育培养体系,提高教育质量和培养标准;从“现实”改观,完善来华留学生日常管理体系,改善服务机制与服务理念;做到“招生—培养—管理”的有机结合,切实推动来华留学教育趋同管理。
Convergent management of international students studying in China has always been recognized as the principle and direction of the development of international student education. However, due to the nature,enrollment history, education model, management system of education for international students in China, etc., it is challenging for Chinese universities to achieve convergent management effectively. While existing academic research on "why it is difficult to achieve convergence management in the education of international students studying in China" is almost blank. Based on this, this study systematically explored this issue through in-depth interviews with relevant stakeholders such as the staff of 7 "double first-class" universities. The study found that the lack of enrollment policy and the design of the enrollment system for foreign students in China are the root factors that make it difficult to achieve convergence management;defects in education and teaching management and insufficient investment of foreign students’ learning are the basic factors;the imperfect of management mechanism for international students and the service system bias are the realistic factors. At the moment when convergent management becomes inevitable, it is necessary to start from the "root", establishing a qualification review mechanism for international students in China to strictly control the entry threshold and improve the enrollment system;building from the "basic", improving the education and training system for foreign students in China, and improve the quality of education and training standards;changing from the "reality", improving daily management system for international students in China, and changing the service mechanism and service concept;achieving the organic combination of "enrollment-training-management", and effectively promote the convergence management of international students in China.
