摘要
根据重载铁路应急救援现状和特点,从应急救援的制度预案、机制建设、队伍建设、物资装备4个方面构建了重载铁路应急救援能力评估体系,并分解为20项2级评估指标,部分2级评估指标还可进一步细化为24项3级评估指标;应用构建的重载铁路应急救援能力评估体系,分层次科学评估重载铁路某站段既有应急救援能力状况,验证评估体系的合理性;针对评估结果中的应急救援短板和不足,提出优化改进措施,有助于补强短板、从整体上提升重载铁路应急救援能力,对于事故发生后高效应急处置、降低事故损失具有重大意义。
According to the current situation and characteristics of emergency rescue of heavy haul railways,the evaluation system for emergency rescue capacity of heavy haul railways has been established from four aspects:system plan,mechanism construction,team construction,materials and equipment,and decomposed into 20 second-level evaluation indicators,some of which can be further detailed into 24 third-level evaluation indicators.The system is applied to scientifically evaluate the existing emergency rescue capability of a station section of heavy haul railways at different levels and verify the rationality of the evaluation system.In view of the shortcomings and deficiencies of emergency rescue presented in the evaluation results,the proposal of optimization and improvement measures will help to make up for the shortcomings and improve the overall guarantee level of emergency rescue capability of heavy haul railways,and have a great significance for efficient emergency response and reduction of losses after accidents.
