摘要
建设自由贸易港是党和国家给予海南省的重要任务,但海南省在经济社会发展水平和自贸港建设经验方面的局限,需要从多方面进行政策创新以适应新的发展要求。其中,人才政策的改革创新具有突出性作用。本文以自贸港建设的人才需求为视角,从人才培养和人才引进两个方面分析,针对海南省人才引进能力较弱,人才培养能力不足,人才层次较低,人才结构失衡等问题,提出实现人才引进和人才培养的双向并重是海南自贸港建设人才政策的优化路径。
Since the introduction of the policy of building a free trade port in Hainan Province,the economic and social development level of Hainan has been continuously improved and the construction experience has been accumulated.However,due to the central government's proposal to implement a more open talent and residence settlement policy,Hainan province needs to adapt to new changes and win new development in many aspects.This paper analyzes the talent policy and talent strength of Hainan Province from the two main perspectives of talent training and talent introduction.Aiming at the problems of weak talent introduction ability,insufficient talent training ability,low talent level and unbalanced talent structure in Hainan Province,this paper analyzes the causes and effects of the current talent policy problems in Hainan Province,summarizes experience according to the actual situation,and puts forward a set of new talent policy governance ideas and schemes,in order to strengthen the talent strength of Hainan Province and help the construction of Hainan free trade port at a higher level.
