摘要
近年来,国内许多城市和地区针对既有河道实施综合整治,一批河道生态修复项目开工建设,其性质均为政府公益性项目,PPP模式居多。PPP项目参与各方收益面临着各种风险因素,为防范风险,确保实现收益目标,本文通过分析河道生态修复PPP项目成本控制难点,提出了投标、设计、施工及运维等四个阶段成本控制措施和建议,旨在为类似项目提供参考。
In recent years,many cities and regions in China have implemented comprehensive regulation of existing river channels,and a number of river ecological restoration projects have started construction.Their nature is government public welfare projects,and most of them are PPP models.The benefits of all parties involved in PPP project are faced with various risk factors.In order to prevent risks and ensure the realization of income objectives,this paper analyzes the cost control difficulties of river ecological restoration PPP project,and puts forward cost control measures and suggestions in four stages:bidding,design,construction and operation and maintenance,in order to provide reference for similar projects.
