摘要
历史建筑的适应性利用与再利用实质上意味着根据新的需求对遗产进行改造,潜在地与尽可能完整、长久的遗产保护相悖。介绍美国为了克服这种概念缺陷,使有官方保护身份的历史建筑的适应性利用或再利用与遗产保护兼容,提出了康复性再生的概念并制定了《内政部长康复性再生标准》。提出西方国家的相关规定,尤其是这份《标准》,有助于我们深入理解遗产保护对历史建筑适应性利用与再利用的要求与限制。
Adaptive use and reuse of historic buildings essentially means the alteration of heritage to suit new needs, potentially contradicting to the ideal of preserving heritage as completely and permanently as possible. In the United States, the concept of rehabilitation was formulated and The Secretary of the Interior’s Standards for Rehabilitation of the United States was developed to overcome this conceptual deficiency,accommodating both adaptive use or reuse of historic buildings with official status of preservation and standards of historic preservation. The paper uses relevant regulations in Western countries, especially for this Standards, to gain a deeper understanding of the requirements and restrictions imposed by historic preservation on the adaptive use and reuse of historic buildings.
