摘要
职业教育质量保障是发达国家提升职业教育质量的重要手段。对德国、英国、美国职业教育质量保障体系进行梳理和分析发现,重视利益相关者对质量保障的监督作用,推动质量标准保障教育质量的统一规范,强调内外部质量保障机制的统筹协作,确定立法在质量保障体系中的重要地位是其重要经验。借鉴国际经验,我国职业教育质量保障应明确各利益相关者的权责,健全共同参与的质量评估机制;渗透全面质量管理理念,制定统一规范的教育质量标准;内部诊改与外部问责并重,完善内外融通的质量保障机制;加强职业教育法制化建设,建立质量保障的长效运行机制。
Vocational education quality assurance has always been a significant measure for improving vocational education in developed countries.Through careful analysis of the vocational education quality assurance system in Germany,Britain,and the US,crucial international experience can be discovered that they attach significance to the supervisory role played by stakeholders in it and promote quality standard to ensure unified regulation of education quality.Besides,with an emphasis on coordinated cooperation between the interior and exterior quality assurance mechanism,they guarantee the importance of legislation in quality assurance system.Learning from the experience of foreign countries,China’s vocational education quality assurance is supposed to ensure improvement in quality evaluation mechanism characterized by joint participation with explicit responsibilities for each stakeholder and formulate unified education quality assurance standard based on the principle of Total Quality Management.Besides,it should improve quality guarantee mechanism for interior and exterior circulation by attaching equal importance to interior rectification and exterior accountability.In addition,it should intensify the legalization of vocational education and establish quality-assured long-term mechanism.
