摘要
高职院校混合所有制改革是新时期我国创新职业教育办学模式的重要途径。深化高职教育混合所有制改革,关键在于完善治理体系。高职院校混合所有制办学的治理体系建设,应以紧扣高职教育治理能力现代化、提升专业建设与人才培养质量以及推动社会多元办学格局为目标,同时,还要坚持遵章守规、成果导向、民主协商的原则。在路径选择上,要着力优化治理结构,完善党委领导下的"股东会—董事会—校长"权力制衡机制;强化资本联结纽带,构建内部治理与外部治理相协同的治理运行机制;健全行政管理体系,设立横向连接、纵向贯通的信息沟通与反馈机制;聚焦治理质量提升,建立以监事会为主体的多维监督评价机制,以促进高职院校混合所有制办学的规范有序运转。
The mixed-ownership reform of higher vocational colleges is an important way to innovate the running mode of vocational education in China in the new period.The key to deepening the reform of mixed ownership in higher vocational education lies in improving the governance system.The construction of the governance system of mixed-ownership education in higher vocational colleges should be goal-oriented,closely following the modernization of higher vocational education governance capabilities,improving the quality of professional construction and talent training,and promoting the diversified social running pattern.At the same time,it must adhere to compliance with regulations and results-oriented,and the principle of democratic consultation.In terms of paths selection,efforts should be made to optimize the governance structure and improve the“shareholders-board-principal”power check-and-balance mechanism under the leadership of the party committee;strengthen the capital bond,build a governance operation mechanism that integrates internal governance and external governance;improve the administrative management system,establish a horizontally connected and vertically connected information communication and feedback mechanism;focus on the improvement of governance quality and establish a multidimensional supervision and evaluation mechanism with the board of supervisors as the main body to promote the standardized and orderly operation of mixed-ownership education in higher vocational colleges.
