摘要
氮肥工业生产工艺多样,不同工艺的排污情况不尽相同。本文简析《排污许可证申请与核发技术规范化肥工业-氮肥》(HJ864.1-2017)要点,分析氮肥工业排污许可证申请材料的填报过程中存在的问题,从排污单位、排污许可证核发部门、第三方专业机构三个角度提出对策,提高排污许可证申请材料填报与材料审核效率,以期为排污单位的排污许可证的申请填报提供参考。
The production process of nitrogenous fertilizer industry is diverse. The processes of pollutant discharge are different. We briefly analyze the main points of “Technical specification for application and issuance of pollutant permit Nitrogenous fertilizer industry”(HJ 864.1-2017) and summarize the problems existing in the application process of pollutant discharge permit for nitrogenous fertilizer industry. We put forward countermeasures from the three perspectives of pollutant discharge departments, pollutant discharge permit issuing department and third-party professional institutions to improve the efficiency of filling in and reviewing materials for pollutant discharge permit application. It is expected to provide reference for the application of pollutant discharge permit for pollutant discharge departments.
