摘要
英国较早提倡中小学校向学生、家庭及社区提供一系列扩展服务。20世纪初以来,英国中小学校扩展服务政策经历了萌芽、成型、发展、巩固、普惠五个阶段。其政策体现出三大特征:关注每个孩子的成长,构建普惠性的政策体系;关注处境不利儿童,构建补偿性的政策体系;注重协同统筹推进,构建广泛性的政策体系。面向未来,英国中小学校扩展服务的发展路径展现为"三为主"推进,即以地方当局为主,设置共享愿景,全面审计实施效果,促进各提供者合作;以弱势儿童为主,稳定资金来源,规范收费模式,补足服务项目;以学校为主,加强第三方机构能力建设,提高学校统筹能力,改善实施效果数据的收集。
The UK started quite earlier to advocate that primary and secondary schools should provide a series of extended services to students,families and communities.Since the early 20th century,the UK primary and secondary school extended services policy has experienced five stages:germination,formation,development,consolidation and public-interest orientation.It is prominently reflected in paying attention to the growth of each child,and building a public-interest policy system;paying attention to disadvantaged children,and building a compensatory policy system;paying attention to coordinated and overall promotion,and building a broad policy system.In the future,the development path of UK primary and secondary school extended services is expected to take the following approaches:the local authorities-oriented approach,which requires setting a shared vision,comprehensively auditing enforcement effect and promoting cooperation of various service providers;the vulnerable children-oriented approach,which requires the stabilization of funds,regulating charging mode,and supplementing service items;the schools-oriented approach,which demands the capacity-building of third-party institutions,improving the overall planning ability of schools,and improving the collection of implementation effect data.
