摘要
目的评价天津市疾病预防控制(疾控)系统对雄安新区安新县疾控中心的“1+1+2”帮扶模式效果。方法通过分析帮扶前后经费、能级等相关数据,同时采用问卷调查的形式,2021年3月调查安新县疾控中心41名工作人员,评价对口帮扶后的帮扶效果,并对数据进行分析。结果工作人员的理论水平、现场处置实践能力、数据分析能力、流行病学调查能力、报告撰写能力及档案规范化整理能力提升显著(均P<0.01)。工作人员最喜欢的培训方式依次为现场带教(87.8%)、集中授课(70.7%)、科内定期辅导(61.0%)和模拟演练(58.5%)。帮扶后比帮扶前的全年工作经费增长3.3%,人员经费增长38.9%,人均经费增长20.0%,固定资产增长229.5%。结论天津市疾控中心制定的“1+1+2”帮扶模式,经过两年的实践证明,对安新县疾控中心在业务水平、人员培养、工作能级及经费物资等方面的提高,起到了较好的帮扶效果。建立长期有效的对口帮扶模式是提高疾控系统整体专业能级水平的较好方式。
Objective To evaluate the effects of"1+1+2"assistance mode of Tianjin disease control and prevention(CDC)system on the Anxin CDC in Xiong'an New Area.Methods By analyzing the relevant data of funds and energy level before and after assistance,and using the form of questionnaire,41 staff members of Anxin County CDC were investigated to evaluate the effect of counterpart assistance in March 2021,and the data were analyzed.Results The theoretical level,field disposal practice ability,data analysis ability,epidemiological investigation ability,report writing ability and file standardization ability of staff were significantly improved(all P<0.01).The staff's favorite training methods were on-site teaching(87.8%),centralized teaching(70.7%),regular guidance in the department(61.0%)and simulation exercise(58.5%).After the assistance,the annual working expenses increased by 3.3%,personnel expenses increased by 38.9%,per person expenses increased by 20.0%,and fixed assets increased by 229.5%.Conclusions The"1+1+2"assistance mode formulated by Tianjin CDC had proved to have a good assistance effect on the improvement of business level,personnel training,work level,funds and materials of Anxin County CDC after two years of practice.Establishing a long-term and effective counterpart assistance mode is a better way to improve the overall professional level of the CDC system.
