摘要
在乡村振兴过程中,作为"德治"的载体,新乡贤是乡村社会治理共同体建设的重要参与者和推动者。研究发现,新乡贤参与乡村社会治理共同体的路径主要包括参与制度供给和推动集体行动。其中,制度供给是为乡村社会治理共同体运作过程中提供基本的博弈规则,而治理共同体的各主体各司其职,完成多层级的制度供给。新乡贤负责供给乡村社区治理中的监督机制和互惠机制。在集体行动中,新乡贤具有强烈的利他精神,拥有一定的治理资源,可以有效解决行动初期的初始成本难题,并通过德行领导来动员和组织村民。同时,新乡贤推动形成嵌套组织结构,不仅提高了文化公共品供给的参与度,而且降低了组织成本。事实表明,新乡贤参与到乡村社会治理共同体建设中,能够有效提升乡村治理水平。
In the process of rural vitalization,as the carrier of "rule by virtue",new village elites are important participants and promoters in building rural social governance community.It is found that the paths for new village elites to participate in the community of rural social governance mainly include participating in institutional supply and promoting collective action.Among them,institutional supply is to provide basic game rules for the operation of rural social governance community,and each participator of governance community performs its own duties and completes multi-level institutional supply.New village elites are responsible for providing supervision and reciprocity mechanism in rural community governance.In the collective actions,new village elites present strong altruistic spirit and have certain governance resources.They can effectively solve the initial cost problem at the early stage of actions,and mobilize and organize villagers through virtue leadership.At the same time,new village elites promote the formation of nested organizational structure,which not only increases the participation in cultural public goods supply,but also reduces the organizational cost.The facts show that the participation of new village elites in building rural social governance community can effectively improve the level of rural governance.
