摘要
党的十九届四中全会社会治理体系的提出,使建设人人有责、人人尽责、人人享有的社会治理共同体成为一种共识。在社会治理体系构建过程中,社区志愿者成为新时期社会治理体系中"五社联动"的重要主体之一,其地位和作用越来越引起社会的关注。其中农村志愿者队伍的建设也很重要,它是农村社会综合治理长效机制和社会化力量的重要组成部分。农村志愿者队伍建设的好坏决定了农村社会治理的成效。文章以上海市庄行镇农村志愿者队伍建设为例,分析农村志愿者队伍的现状以及发展过程中存在的问题,并从志愿者队伍构成,动力、培训、激励机制建设以及志愿者社会组织建设等方面探讨进一步发展农村志愿者队伍的对策,进一步建设完善"共建共治共享"的乡村振兴多元参与治理格局。
The proposal of the social governance system at the Fourth Plenary Session of the 19th CPC Central Committee made it a consensus to build a social governance community that everyone has responsibility,everyone is responsible and everyone enjoys. In the process of constructing the social governance system,community volunteers have become one of the important subjects of five-society interaction in the social governance system in the new era, whose status and role has attracted more and more attention from the society.The construction of rural volunteer team is also very important, which is an important part of the long-term mechanism and socialized force of the comprehensive governance of rural society. The quality of rural volunteer team construction determines the effectiveness of rural social governance. Taking the construction of rural volunteer team in Zhuanghang Town of Shanghai as an example, this paper analyzes the current situation of the rural volunteer team and problems in the development process and discusses solutions to further development of rural volunteer team from the aspects of volunteer team composition, motivation, training, incentive mechanism construction and social organization construction of volunteers to improve the construction of a governance structure featuring joint construction, joint governance and joint sharing.
