摘要
韩国通过申办、筹办和举办冬奥会,较大地促进了冰雪运动发展,逐步形成了较为成熟的发展经验。其发展经验的具体内容和内在逻辑为:1)巩固“一体”(基础)——完善体育治理体系。2)丰满“两翼”(原始动力)——优化政策层级治理、保障政策执行;稳定投入、合理分配、鼓励民间资本参与冬奥会举办和冰雪运动发展事业。3)落实“四支撑”——坚持绿色发展理念,依托冬奥会举办促进冰雪产业可持续发展;举办多种形式的冰雪推广活动,培育冰雪文化;国民教育-社会参与-竞技提高协同推进,助力竞技体育实力提升;参与并主持国际冰雪交流活动,提升冰雪文化软实力和国际影响力。2022年北京冬奥会将为我国冰雪运动发展迎来重大历史机遇,参考韩国经验,结合我国冰雪运动发展特点,得出我国举办冬奥会促进冰雪运动跨越式发展的5点启示:1)把握冬奥筹办契机,推进冰雪运动治理体系和治理能力现代化;2)借力冬奥举办东风、夯实冰雪运动群众基础;3)梳理冬奥备战经验,创新后备人才选拔与培养模式;4)挖掘冬奥综合效益,助力冰雪产业发展;5)依托冬奥交流窗口,全面提升我国冰雪文化国际影响力与话语权。
By bidding for and hosting the Winter Olympic Games,South Korea has greatly promoted the development of winter sports and gradually formed a more mature development model. The specific content and internal logic of its development model can be summarized as follows:consolidate the foundation:improving the sports governance system;grow the “two wings”(driving force):optimizing policy-level governance and ensuring policy implementation;stable investment,rational distribution,and encouraging private capital to participate in the hosting of the Olympic Winter Games and the development of ice and snow sports;implement the “four supporting policies”:adhering to green development and promoting the sustainable development of the winter sports industry via the Olympic Winter Games;holding various promotion ice and snow activities to cultivate winter sports culture;national education,social participation and competitions are promoted together to help improve athletic performance;participate in and host international ice and snow exchange activities to enhance soft power and international influence. The Beijing 2022 Olympic Winter Games will present a major historical opportunity for developing winter sports in China. Referring to South Korea’s experience,combined with the development features of ice and snow sports in China,this study draws five inspirations for China’s developing ice and snow sports via Beijing 2022:1)seize the opportunities presented by the Winter Olympics,and modernize the ice and snow sports governance system and governance capacity;take advantage of the Beijing 2022 Games to increase ice and snow sports participants;3)sort out the experience of preparing for the Winter Olympics,and innovate in the selection and training model of talented athletes;4)take advantage of the Winter Olympics to facilitate the development of the ice and snow industry;5)rely on the Winter Olympics exchange to enhance China’s international influence and its capacity for decision-making in terms of ice and snow cu
