摘要
黄河三角洲水资源紧缺、生态脆弱,且长期以来存在多个管理主体。生态保护与修复迫切需要制定相关制度,促进河流生态系统健康,提高生物多样性。黄河三角洲初步建成了较完善的防洪工程体系,保障了生态安全;1999年开始实施的黄河水量统一调度有效改善了河口的生态环境状况。黄河三角洲现有法规制度已初步形成体系框架,为综合治理与生态保护修复提供了制度保障,然而这些制度存在管理范围交叉重叠,生态用水保障较弱,流路保护效力偏低,配套规划滞后和标准有待统一等问题,建议确立黄河三角洲生态协调机制、黄河三角洲生态用水保障制度、严格的入海河道管理保护制度和黄河三角洲生态综合监测制度,同时,作为配套措施,加快推动《黄河河口综合治理规划》的批复,划定容沙区范围,制定地表水和海水统一的水质监测标准。
The situation of water resources shortage,ecologic system fragility and together with many management main bodies exist in the Yellow River Delta for a long time.There is an urgent need for relevant system establishment to conserve and restore the ecologic system,pro⁃mote the health of river ecosystems and enhance biodiversity.A preliminary complete flood⁃control project system has been built in the delta to ensure the ecological security.Water regulation of the Yellow River since 1999 has effectively improved the ecological environment status of the delta.The current institutions in the delta have formed a framework to supply institutional guarantee for comprehensive treatment and eco⁃logical protection and restoration.However,there are some problems,such as scopes of management overlap,weak ecological water guaran⁃tee,low effectiveness of channel protection,lag in supporting plan and criterions being not unified.It is suggested to establish ecological co⁃ordination mechanism of the Yellow River Delta,ecological water security institution,strict management and protection institution for river channels entering the sea and comprehensive ecological monitoring institution.At the same time,some supporting measures are proposed,such as speeding up the approval of the comprehensive treatment plan for the Yellow River Estuary,delimiting the scope of the sand⁃bearing area and developing unified monitoring standards for surface waters and seas.
