摘要
共同富裕是社会主义的本质要求,是中国式现代化的重要特征。在领导建设中国特色社会主义的各个阶段,党和国家领导人始终高度重视共同富裕问题,带领全体人民取得了脱贫攻坚的全面胜利,居民收入分配格局逐步改善,但贫富差距依然存在。在向第二个百年奋斗目标迈进的新阶段,国有资本划转社保和社保基金入市在公有制的运行机制上实现了突破,使公有制经济的分配形式与制度逻辑相一致,是新时代公有制促进共同富裕的实践路径之一。既有助于发挥公有制经济在促进共同富裕中的重要作用,使全体人民共享国有企业利润和发展红利,又能够在不损失效率的前提下提高社会公平,增加居民的财产性收入,缩小收入差距,构建更合理的财富分配格局。
Common prosperity is the essential requirement of socialism and an important feature of Chinese-style modernization. In all stages of leading the building of socialism with Chinese characteristics, Party and state leaders have always attached great importance to the issue of common prosperity and led the entire people to complete victory in the fight against poverty. Income distribution has gradually improved, but the gap between the rich and the poor still exists. In the historical stage of completing the building of a moderately prosperous society in all respects and moving towards the second Centenary Goal, we believe that the transfer of state-owned capital to social security and the introduction of social security funds into the market have achieved a breakthrough in the operation mechanism of public ownership, and that the distribution form of public ownership economy is consistent with the logic of the system, which is one of the ways to accelerate common prosperity in the new era. It can not only play an important role in promoting common prosperity, let all people share the profits and development dividends of state-owned enterprises, but also improve social equity, increase residents’ property income, narrow the income gap and build a more reasonable pattern of wealth distribution without losing efficiency.
