摘要
在农村发展的过程中,很多地区陷入了“有增长无发展,投资低效益”的内卷困境。华北燕城村项目进村实践过程中,存在着“无用、不实用,不及时、不落实,不适用、不科学,有前劲无后劲”等问题,使得大量的投入低效运转,造成资源浪费。农村发展中的低效内卷困境,说到底其实是治理的低效困境。治理的低效只是表象,治理的异化才是背后真正起作用的“暗力量”。治理主体、治理关系、治理方式、治理目标的异化反映了乡村治理所依托的微观政治社会系统内部的病症,需要引起高度警惕。
In the process of rural development, many areas have fallen into the inner dilemma of “growth without development and low investment efficiency”. By investigating Yancheng village in North China,the research finds that there are some problems in the project, such as being “useless, impractical, untimely,unimplemented, inapplicable, unscientific, and inconsistent”, which makes a large amount of inefficient investment and causes a waste of resources. In the final analysis, the low efficiency dilemma in rural development actually shows the low efficiency of governance. Low governance efficiency is only a superficial symptom,and the alienation of governance is the “dark force” working behind it. The alienation of governance subjects,governance relations, governance methods and governance objectives reflects the internal problems of the micro political and social system on which rural governance depends, which need high alert and solutions.
