摘要
实践证明,政策性科技担保是缓解科技型小微企业"融资难、融资贵"问题行之有效的政策工具和制度安排。加快浙江政策性科技担保体系建设,对改善科技型小微企业融资环境,推进浙江人才强省、创新强省"首位战略"实施具有重要现实意义。本文分析了浙江省科技担保发展现状与存在的问题,阐述了构建政策性科技担保体系的必要性,介绍了韩国和我国安徽省关于科技担保体系建设相关经验做法,并提出构建完善浙江省政策性科技担保体系相关思路和建议。
Practice has proved that policy-based technology guarantee is an effective policy tool and institutional arrangement to alleviate the financing difficulties and high financing cost of science and technology-based SMEs. Accelerating the construction of Zhejiang’s policy-based technology guarantee system is of great significance to improving the financing environment of science and technology-based SMEs and promoting the implementation of Zhejiang’s "first strategy" of strengthening with talents and innovation. The thesis analyzes the development status and existing problems of Zhejiang technology guarantee system, expounds the necessity of constructing policy-based technology guarantee system,and introduces the relevant experience and practices of policy-based technology guarantee system construction in South Korea and Anhui Province in China, then it puts forward relevant thoughts and suggestions on constructing and optimizing policy-based Technology Guarantee Service System of Zhejiang Province.
