基于CV-DEA模型的水上应急资源配置效率评价 被引量:3

摘要 为科学评价水上应急资源配置效率,分析现阶段配置方案存在的问题,在构建水上应急资源配置评价指标体系的基础上,利用变异系数法CV计算各评价指标的标准差系数作为附加权重,对传统数据包络分析法DEA中自带的权重进行约束,得到改进的CV-DEA水上应急资源配置效率评价模型。该模型引入客观权重,消除了指标差异性对评价结果的影响,解决了传统DEA模型评价结果过度有效的问题。以南通海事局水上应急资源配置为例,结果表明,CV-DEA模型相对传统DEA模型,没有出现多个配置水平均为100%有效的情况,能够顺利进行配置水平高低的排序并得到各类资源的投入冗余程度。该模型应用于水上应急资源配置效率评价合理可行。 The focus of this paper is to reasonably evaluate the allocation efficiency of waterway emergency resources,and propose optimization suggestions to reduce the loss of life and property and environmental pollution during accidents.First of all,we constructed a three-level evaluation index system with input and output indicators based on the consideration of resource characteristics and search and rescue effectiveness.To analyze the effectiveness of multi-index input and multi-index output,we adopted the data envelopment analysis method to construct a water emergency resource allocation efficiency evaluation model.Besides,we introduced the Coefficient of Variation method to calculate the respective standard deviation coefficients of the input and output indicators,as additional weights to constrain the weight of the Data Envelopment Analysis method.As a result,an improved evaluation of the efficiency of the allocation of waterway emergency resources model is developed and called CV-DEA model.Furthermore,we took 6 maritime departments of Nantong Maritime Safety Administration as examples and calculated the emergency resource allocation efficiency of each maritime department.Also,we analyzed the redundancy and deficiencies of various input and output indicators,and finally,put forward targeted optimization allocation recommendations.The proposed model can be used to calculate the efficiency of the allocation of the waterway emergency resources.And the model adopts objective weights,eliminating the impact of index differences on the evaluation results.Moreover,it solves the problem of excessively effective evaluation results of the traditional DEA model.In the evaluation results,there will be no situations where multiple efficiency values are 100%.We can sort the level of resource allocation of all evaluation objects.Practical application results show that this model can provide a guideline for improving waterway emergency resource allocation.
