摘要
文章契合高质量发展理念对中国区域环境效率加以非参数测度,运用Dagum基尼系数、空间自相关和空间面板杜宾模型等方法,探究中国区域环境效率的时空特征和影响机理。结果显示:区域环境效率整体改善呈由东至西逐渐递减的空间不平衡分布,但该空间差异总体表现为波动下降趋势,区域间差异仍是导致空间差异的主要根源;区域环境效率存在显著的空间集聚特征,高效率区主要集中在东部沿海省份,而低效率区则分布于西部内陆省份;强制型环境规制、自愿型环境规制和城镇化对区域环境效率的提升具有显著促进作用,财政分权抑制了区域环境效率的改善,市场型环境规制的影响并不显著;自愿型环境规制具有正向空间溢出效应,产业结构则表现为负向空间溢出效应。
In accordance with the concept of high-quality development,this paper measures China's regional environmental efficiency,and uses dagum Gini coefficient,spatial autocorrelation and spatial panel Dobbin model to explore the temporal-spatial characteristics and impact mechanism of regional environmental efficiency.The results showed:(1)The regional environmental efficiency improved as a whole and showed a spatial imbalance distribution,but the spatial difference showed a downward trend,and the regional difference was still the main source of the spatial difference.(2)Regional environmental efficiency has significant spatial agglomeration characteristics.High efficiency areas are mainly concentrated in the eastern coastal provinces,while low efficiency areas are distributed in the western inland provinces.(3)Compulsory environmental regulation,voluntary environmental regulation and urbanization can significantly promote the improvement of regional environmental efficiency.Fiscal decentralization inhibits the improvement of regional environmental efficiency,and the positive impact of market-oriented environmental regulation is not significant.Voluntary environmental regulation has positive spatial spillover effect,while industrial structure shows negative spatial spillover effect.
