摘要
剖析中国农业种子安全的现存法律问题,总结国外优秀农业种子安全经验。本研究在分析了现阶段中国农业种子发展现状的基础上,指出中国农业安全现存的法律问题,通过总结国外优秀的农业种子安全经验,进一步提出有效推进中国农业种子安全法律完善的法律法规优化建议。中国农业安全存在核心种业人才存在流失风险、中国农业种子产业规模经营能力不强、中国农业种子价格缺乏宏观调控等法律问题;中国政府可通过建立科研人才培养及激励机制、完善农业种子规模经营制度体系、强化农业种子市场价格监管能力等方面进一步完善中国农业种子安全法律法规体系。本研究结果为中国有效开展相关工作提出补充性的优化建议。
To analyze the existing legal issues of agricultural seed safety in our country, summarize excellent foreign agricultural seed safety experience. Based on the analysis of the current status of agricultural seed development in my country, this article points out the existing legal problems of agricultural safety in my country, and further proposes effective measures to promote the improvement of agricultural seed safety laws in my country by summing up outstanding foreign agricultural seed safety experience, recommendations for optimization of laws and regulations. My country’s agricultural security has legal issues such as the risk of loss of talents in my country’s core seed industry, the lack of large-scale management capabilities of my country’s agricultural seed industry, and the lack of macro-control of agricultural seed prices in my country;the Chinese government can further improve my country’s agricultural seed safety laws and regulations system by establishing scientific research personnel training and incentive mechanisms,perfecting the agricultural seed scale management system, and strengthening the agricultural seed market price supervision ability. The results of this study provide supplementary optimization suggestions for China to carry out relevant work effectively.
