摘要
为建设资源节约型、环境友好型社会,推动尾矿资源综合利用技术进步与发展,首先介绍了尾矿的分类、用途与危害,并以2011—2020年我国各品种尾矿产生及利用数据为依据,介绍了我国尾矿资源的产生情况、综合利用情况,以及全国尾矿综合利用示范工程情况,着重指出全国尾矿综合利用呈现高效利用城市批量涌现、有价组分提取基础研究取得大量突破、规模化消纳技术推广成效显著、一批高值化综合利用产品面世的特点;指出了尾矿综合利用存在的问题是尾矿综合利用产业开发基础薄弱,环境风险与安全风险突出;尾矿资源综合利用认识程度不够深刻,科技体系布局不完善;政策措施不完善。最后给出了做好尾矿综合利用产业的3点建议:全面摸查尾矿增存,建立综合利用大数据平台;加强尾矿资源化综合利用技术研发;加强产业政策引导和资金支持力度。
In order to build a resource-saving and environment-friendly society and promote prograss and development of resources comprehensive utilization technology of tailings,classification,use and harm of tailings were introduced firstly.Also,generation,utilization and some typical projects in tailing comprehensive untilization were demonstrated based on the production and utilization data of various types of tailings in China from 2011 to 2020.It was emphatically pointed out that the industry in China is characterized by the spring out of cities where tailing were efficiently utilized,breakthroughs in the basic research on the extraction of valuable components,remarkable achievements in the promotion of large-scale consumption technology,and the emergence of a number of high-value products.It was pointed out that the problems existing in the industry including the weak foundation of research,prominent risks of environment and safety,shallow understanding,limited layout of science and technology system and the imperfect policy measures.Finally,three suggestions were given about tailings comprehensive untilization industrial such as the general investigation of the increase and storage of tailings,establishment of the big data platform and the reinforcement of research technology,enhancement of policy guidance and financial support.
