摘要
实施乡村振兴战略应着眼于乡村现实特征和客观规律,厚植持续、全面发展土壤,培育"造血式"发展动能,多元化、差异化、综合推进。文成县让川村依靠民宿起步,成功走上振兴发展之路,成为了浙南山区乡村振兴的一个样版,但也存在人力资本对乡村振兴的智力支撑不足、民宿产业同质竞争、业态发展单一、乡村内生动力不足及移民承载能力较弱等问题,需要从做好人力资本开发培育、产业发展容量规划、引导差异化经营、增强乡村发展内生动力和促进移民融合发展等举措入手,有效矫正现有模式的不足,扼制短期化振兴行为,以确保山区乡村经济更高质量、更可持续发展。
The implementation of the strategy of rural revitalization should focus on the realistic characteristics and objective laws of the rural areas, create conditions for comprehensive and sustainable development, cultivate the"blood-making"development momentum, and diversified, differentiate, and comprehensive promotion. Rangchuan Village of Wencheng County embarked on the road of revitalization and development by relying on home stay facility, has become a model of rural revitalization in the mountainous areas of southern Zhejiang. However, there are also existing problems such as inadequate intellectual support of human capital for rural revitalization, homogeneous competition in the homestay industry, single format development, insufficient endogenous power in rural areas, and weak immigration carrying capacity. It is necessary to start with measures such as human capital development and cultivation, industrial development capacity planning, guiding differentiated operations, enhancing the endogenous power of rural development, and promoting the integrated development of immigrants to effectively correct the shortcomings of the existing model,curb short-term revitalization behavior, and ensure a higher quality and more sustainable development of the rural economy in mountainous areas.
