摘要
本文从日常监督执法过程中发现的案件入手,通过介绍一起公共场所违反卫生许可证及从业人员健康合格证明管理规定的案件,着重对案件“一址多照”情况下主体认定、营业时限界定、送达地址确认书使用等问题进行分析,并对合伙经营和加处罚款处理进行探讨,为进一步增强卫生监督员执法能力和办案水平提供借鉴。
Starting from the common cases found in the process of daily supervision and law enforcement,this paper introduces a violation case of public places and employee’s health certificate.Focusing on the analysis of the subject identification,business time definition,address confirmation and other issues in the case of“one address with multiple certificates”,and discussing about the handling of partnership and additional fines,it can provide reference for further enhancing the law enforcement ability and case handling level of health supervisors.
