Evidence-based School Improvement:A New Stage of School Improvement in the United States

摘要 作为美国学校改进发展历程的第六阶段,循证学校改进是指以循证教育研究证据级为证据依据,并通过五步工作循环法的方法步骤来改进低绩效学校,以期实现提升教育质量、促进教育公平的改进目的。其区别于美国以往五个阶段学校改进的特征在于:依赖发展较为成熟的教育改进科学的理论指导;拥有来自新修订的联邦教育法《每个学生都成功法》的政策支持;呈现出在机遇与挑战中砥砺前行的发展态势。概而言之,美国新一轮循证学校改进是教育理论、教育政策与教育实践共同作用的产物;其本质属性是主张"有用有效即真理"的实用主义,因此关注学校改进的现实问题解决,强调学校改进的目的和手段,相对忽视学校改进本身的知识与经验积累。 As the sixth stage of the development process of school improvement in the United States,evidence-based school improvement refers to improving low-performing schools based on the evidence tier of evidence-based educational research and through the five-step work cycle method,in order to achieve the purpose of improving educational quality and promoting educational equity.It is different from the previous five stages of school improvement in the United States in that:First of all,it relies on the theoretical guidance of improvement science in education.Secondly,it has policy support from the newly amended federal education law "Every Student Succeeds Act".Thirdly,it shows a development trend of forging ahead amidst opportunities and challenges.In a word,the new round of evidence-based school improvement in the United States is the product of the combined function of educational theory,educational policy,and educational practice.And its essential attribute is the pragmatism that advocates "truth is what is useful and works",therefore,it focuses on solving practical problems of school improvement,emphasizes the purpose and means of school improvement,and relatively neglects the knowledge and experience accumulation of school improvement itself.
