摘要
快速老龄化背景下社区居家养老服务模式应时而生,但该模式在农村地区实施时表现出明显的"水土不服"。基于供需视角,结合在安徽省合肥、安庆、阜阳、马鞍山等六市的实地走访和问卷调查情况,发现当前农村社区居家养老服务存在明显的"供需错位"现象,具体表现为:政策落实不到位、服务内容不足以及服务人员短缺等。针对供需矛盾,从增效的前提、核心及保障三个维度提出要深入落实养老政策、丰富服务内容、加快人才培育。
In the context of rapid aging, a community-based home care service model emerged from time to time, but this model showed obvious "unaccustomed to water and soil" when it was implemented in rural areas. Based on the perspective of supply and demand, combined with field visits and questionnaire surveys in the six cities of Hefei, Anqing, Fuyang, Ma’anshan and so on in Anhui Province, it is found that there is an obvious "displacement of supply and demand" phenomenon in the current rural community home care services. The specific manifestations are as follows: inadequate policy implementation, insufficient service content, and shortage of service personnel.In response to the contradiction between supply and demand, from the three dimensions of the premise, core and guarantee of efficiency improvement, it is proposed to implement the pension policy, enrich the service content, and accelerate the cultivation of talents.
