摘要
农村“册外地”治理不仅是加强农村“三资”管理的重要任务,也是壮大农村集体经济、平衡群众利益关系、做好当前脱贫攻坚的重要举措。以吉林延边州为例,探讨其“册外地”治理行为的合法性、实施现状及成效,剖析延边州农村“册外地”治理过程中的问题。并在此基础上,提出进一步完善我国农村“册外地”治理的政策建议,以期为今后的“册外地”治理工作提出新思路。
Rural“Unregistered land”governance is not only an important task to strengthen the management of rural“three capitals”,but also an important measure to strengthen the rural collective economy,balance the interests of the masses and do a good job in poverty alleviation.Taking Jilin Yanbian as an example,this paper discusses the legality,implementation status and effectiveness of its“unregistered land”governance behavior,and analyzes the problems in the process of governance in rural areas of Yanbian.On this basis,the paper puts forward some policy suggestions to further improve the governance of“unregistered land”in rural China,in order to present new ideas for the governance in the future.
