摘要
回顾了我国农村供水工程运行管理改革的历程及取得的成效,分析了农村供水工程运行管理存在的主要问题,提出了"十四五"和今后一段时期,应进一步推进农村供水规模化发展、制定相关标准、完善水价和财政补贴机制、加强基层技术人员能力建设、加快农村供水立法等对策与建议,以促进农村供水工程长效运行。
The article reviews the progress and achievements in reform of operation and management system of water supply in rural areas of China.With analysis of key issues,it is proposed that,in the 14th Five-Year Plan period and in the future,we shall boost large-scale development of rural water supply,formulate relevant standards and regulations,perfect water pricing and financial subsidy mechanism,strengthen capacity-building for technical workers and accelerate legislation,so as to promote the long-term operation of the water supply system.
