摘要
在乡村振兴背景下,连城县电商精准扶贫初见成效,构建了“政府+电商平台+协会”三位一体的电商精准扶贫模式。在推进电商精准扶贫的过程中,连城县存在贫困户识别精准度不够,电商精准扶贫项目的经济效益不佳,农产品电商市场监管缺位等问题。连城县应完善贫困户识别的标准,运用大数据技术辅助贫困户的精准识别,开发和保护特色农产品品牌,提升农户的网络营销能力,多元化引入当地基础设施投资建设,做好农产品电商发展的配套保障,发挥电商企业对农户生产、销售的指导作用,创建农产品电商合伙人制度,建立农产品电商市场的监管制度,引导农户正确合法的电商行为。
In the context of Rural Revitalization,the e-commerce targeted poverty alleviation in Liancheng County has achieved initial results and has built a trinity model in e-commerce targeted poverty alleviation of“government+e-commerce platform+association”.In the process of promoting e-commerce targeted poverty alleviation,Liancheng County has such problems as insufficient accuracy in identifying poor households,poor economic benefits of e-commerce targeted poverty alleviation projects,and lack of supervision of e-commerce market of agricultural products.Liancheng County should improve the identification standard of poor households,use big data technology to assist the accurate identification of poor households,develop and protect characteristic agricultural product brands,improve farmers’online marketing ability,diversify the introduction of local infrastructure investment and construction,ensure the development of e-commerce of agricultural products,and give full play to the guiding role of ecommerce enterprises in farmers’production and sales as well as establish an e-commerce partner system for agricultural products,establish a regulatory system for the e-commerce market of agricultural products,and finally guide farmers to correctly and legally conduct e-commerce.
