摘要
从认识论出发,我们应认识到意识形态建设在治国理政中的重大价值,更要认识到党内法规对于维护意识形态安全具有不可替代的功能效用。从主体论出发,要充分尊重人民群众在意识形态领域的主体地位,以党内法规制度建设为抓手,不断丰富和发展党内民主,积极推进全过程人民民主,推动共同富裕,使人民群众在安定有序的生活中更加认同和接受马克思主义、自觉维护马克思主义在意识形态领域的指导地位。基于方法论,要继续完善党内法规制度体系,进一步推动“两个结合”凝心聚力;进一步推动意识形态工作领导权、管理权和话语权“三权”交融互动;进一步淬炼“政治三力”立根铸魂;进一步锻造“初心”服务人民,切实通过党内法规制度建设推动意识形态建设制度化、规范化。
Based on epistemology,it’s necessary to recognize the significant value of ideological construction in the governance of the country.More importantly,the irreplaceable functional utility of inner-party regulations in maintaining ideological security should not be ignored.Considering the subject,it’s expected to fully respect the position of people in the field of ideology,and constantly enrich and develop inner-party democracy,and actively push forward the whole process of people’s democracy,and promote common prosperity through the construction of inner-party regulations,so that people can identify with and accept Marxism more in a stable and orderly life,and consciously maintain the guiding position of Marxism in the field of ideology.From the perspective of methodology,it is proposed to constantly perfect the system of inner-party regulations,further promote the integration of“two combinations”to build consensus and gather strength,further promote“three rights”of leadership,management and discourse power in ideological work,further refine the“three powers”as the root and the soul,further forge the“initial intent”to serve the people,and effectively accelerate the institutionalization and standardization of ideological construction through the construction of inner-party regulations.
