摘要
城市地下管线是城市赖以生存和发展的“生命线”,是城市安全的重要领域。近年来,全国多地制定了地下管线管理的政策法规,推动了地下管线管理工作。但地下管线无序建设、重地上轻地下、重审批轻验收、重建设轻管理的被动局面尚未根本改观;“马路拉链”普遍存在,路面塌陷、管线事故等安全问题时有发生。因此需要全面评估各地出台的地下管线政策法规执行情况,针对问题和原因,提出具体解决方法和路径,为地下管线在国家和地方层面的立法提供参考和支持。
Urban underground pipeline is the“lifeline”for the survival and development of a city,and it is an important field of urban safety.In recent years,policies and regulations on underground pipeline management have been formulated in many parts of the country,which has promoted the management of underground pipelines.However,the passive situation of disordered construction,paying more attention to the ground than the underground,paying more attention to the examination and approval than the acceptance and reconstruction than management with underground pipelines,has not been fundamentally changed.“Road zippers”are common.road collapse,pipeline accidents and other safety problems occur from time to time.Therefore,it is necessary to comprehensively evaluate the implementation of policies and regulations on underground pipelines,and put forward specific solutions and paths according to the problems and reasons,so as to provide reference and support for national and local legislation on underground pipelines.
