摘要
识别出长三角一体化区域生态效率空间差异,对制定或调整绿色发展的差别化政策具有重要启示意义。采用超效率SBM模型,基于面板数据,测算了一体化区域生态效率;运用空间自相关分析方法,借助GeoDA095i软件,揭示了一体化区域生态效率空间差异。结果表明:长三角一体化区域生态效率均值由2006年的0.330跃升至2017年的0.914,整体呈攀升态势,年均增长9.71%,而同期GDP增速为12.30%;安徽省、浙江省、江苏省和上海市生态效率均值分别为0.376、0.664、0.618和0.652,年均分别增长9.47%、9.73%、10.9%和8.71%;一体化区域全局自相关Moran’s I指数为-0.062 1,安徽省为生态效率低值异质区。研究结论:长三角一体化区域经济发展与生态环境保护呈欠协调状态,安徽省为一体化区域生态效率短板单元。基于研究结论,提出了实现长三角生态绿色一体化应对方略。
It is of great significance to identify the spatial differences of ecological efficiency in the integrated region of Yangtze River Delta for formulating or adjusting the differentiated policies for the green development. Based on the panel data, the super-efficiency SBM model was used to measure the ecological efficiency of the integrated region. The spatial autocorrelation analysis method and GeoDA095 i software were used to reveal the spatial differences of the ecological efficiency. The results showed that the average ecological efficiency of the integrated region of Yangtze River Delta jumped from 0.330 in 2006 to 0.914 in 2017,showing an overall upward trend with an average annual growth of 9.71%, while the GDP growth rate at the same period was12.30%. The average ecological efficiency of Anhui, Zhejiang, Jiangsu and Shanghai were 0.376, 0.664, 0.618 and 0.652 respectively, with an average annual growth of 9.47%, 9.73%, 10.9% and 8.71% respectively. The global autocorrelation Moran’s I index of the integrated region was-0.062 1, and Anhui Province was a heterogeneous region with a low ecological efficiency. The economic development and ecological environment protection in the integrated region of Yangtze River Delta were in an uncoordinated state, and Anhui Province was the weak point in the integrated region. Finally, the strategy to realize the ecological green integration of the Yangtze River Delta was proposed.
