摘要
智慧城市是国家治理能力现代化的重要体现,伴随着数据的高度集成和利用,个人隐私风险日渐突显,正成为智慧城市发展建设的瓶颈,亟待运用新兴技术探索智慧城市中的个人隐私风险治理架构。本文设计隐私风险治理的技术流程,提出一种面向智慧城市的个人隐私风险治理架构,部署态势感知隐私风险分析平台,全面感知隐私安全威胁态势,对隐私安全事件进行等级评估和预警,运用分布式账本、非对称加密、去中心等区块链技术对隐私数据进行分级上链处理,为我国智慧城市隐私保护提供一种新的路径。
Smart cities embody the modernization of national governance capacity.With the high integration and utilization rate of data,personal privacy risks are becoming so increasingly prominent that they are becoming a bottleneck in the development and construction of smart cities.It is urgent to explore a framework to govern personal privacy risks in smart cities by using emerging technologies.This paper designs the technical process to govern privacy risks,and puts forward a smart-city-oriented framework to govern personal privacy risks,which,with the help of situation awareness and privacy risk analysis platform,can respond comprehensively to the situations threatening privacy security,can evaluate privacy security incidents and issue early warnings.Blockchain technologies,including distributed ledger,asymmetric encryption and de-centralization,are applied for hierarchical up-chain processing of private data,thus providing a new path for the privacy protection in smart cities.
