摘要
说明了《陆上油气管道建设项目安全设施设计导则》(AQ/T 3055—2019)(以下简称《导则》)的制定依据、原则、术语和重点关注内容,阐述了关键术语的定义、设计各阶段安全设计的相互衔接响应、各系统安全设施设计等方面的内容。《导则》发布实施后,各级应急管理部门和设计单位一致认为《导则》突出了安全设施设计的合法性、合规性、可操作性、先进性和适应性,对提升油气管道本质安全设计具有重大的意义。
This paper explains the formulation basis,principles,terms and key contents of Guide to Safety Facilities Design of Construction Project for Onshore Oil and Gas Transmission Pipeline(AQ/T 3055-2019)(hereinafter referred to as Guide).This paper expounds the key terms,the mutual connection and response of safety facilities design in each stage of design,and the safety facilities design of each system.After the release of the Guide,personnel of emergency management departments and design companies all considered that the Guide highlighted the legality,compliance,operability,advancement and adaptability of safety facilities design,which is of great significance for improving the design of the intrinsic safety of oil and gas pipelines.
