摘要
本文通过分析联合国相关语言政策,探究国际组织对员工语言能力的具体要求与发展趋势。研究发现:(1)在联合国员工能力模型中,语言能力居于重要地位,既是践行联合国核心价值观的途径与表征,也是员工核心胜任力的关键要素,还是员工管理胜任力的重要支撑;(2)除听说读写等基本功外,社会语用能力、跨文化交际能力和超语能力是联合国员工语言能力的主要构成要素;(3)未来联合国将继续推动多语制实行,且对员工的语言要求从“柔性”趋向“刚性”,考核评估的标准也趋于统一。
This article analyzes the language policies of the United Nations and explores the specific requirements and trends of international organizations for their employees\language competence.The research found that:(1)In the UN staff competency model,language competence plays an important role.It is not only a way of practicing and representing the core values of the United Nations,but also a key element of staff core competence,and an solid base for staff management competence;(2)In addition to basic skills such as listening,speaking,reading and writing,social pragmatic competence,intercultural communicative competence,and translingual competence are the main components of the language competence of UN employees;(3)In the future,the UN will continue to promote multilingualism,and the language requirements have changed from“flexible”to“rigid”,and the standards of assessment and evaluation have also tended to be unified.
