摘要
科技的发展使得人类进入数字时代,数字化为人类带来福祉的同时也带来了困扰。“数字利维坦”的兴起与扩张,使得每一个个体都有沦为数字难民的危险,即使那些熟练使用数字技术的人,也可能无法摆脱数字的控制。要驯服“数字利维坦”,就必须正视数字技术的隐忧。现代化提供了一个观察数字技术阴暗面的整体性视角,在此视角下,破解数字难民的困境,不只是一个技术问题,也是一个权利问题,更是一个观念问题。“数字利维坦”的兴起与扩张,使得每一个个体都有沦为数字难民的可能,即使那些熟练使用数字终端的人,也可能无法摆脱数字技术的控制。要驯服“数字利维坦”,就必须破除对数字化的迷思,还原其工具理性的本色,警惕其对价值理性的潜在威胁。在对公众数字权利加以保护的进程中,政府扮演着不可或缺的角色。
Due to the development of science,human beings have entered the digital age.Digitalization has brought both benefit and trouble to human beings.The rise and expansion of“Digital Leviathan”has put every individual at risk of becoming the digital refugee.Even those who are skilled in using digital technology may not be able to escape from its control.In order to tame the“Digital Leviathan”,we are required to recognize the danger of digital technology.Modernization has provided us with a holistic perspective to observe the dark side of digital technology.From this perspective,technology may fail to solve the problem of digital refugees.Instead,rethinking of rights and even ideas will make a change.In the process of protecting the digital rights of the public,the government plays an indispensable role.
