摘要
政府对产业结构升级起着至关重要的作用。探讨财政科技支出效率对地方产业结构升级影响机制,通过改进的三阶段DEA方法测算我国各省份的财政科技支出效率。研究发现,整体上,财政科技支出效率对产业结构高级化的作用始终是正向的,对产业结构合理化的作用短期内不明显,但在长期内会产生负向作用。进一步研究发现,财政科技支出效率可通过经济增长以及创新资源集聚提升产业结构高级化程度,且对中西部地区和东部地区的影响不同。相较于东部地区,提高财政科技支出效率可以显著推动中西部地区产业结构高级化;相较于中西部地区,则能显著推动东部地区产业结构合理化。据此,地方政府应摒弃不良的科技支出理念,打破地区间市场保护局面,加强预算监督和统筹兼顾各地区的科技支出效率,力求降低各类风险。
The government is crucial to the upgrading of industrial structure.On the basis of discussing the influence mechanism of the efficiency of financial science and technology expenditure on the upgrading of local industrial structure,this paper calculates the financial science and technology efficiency expenditure of each province through the improved Three-stage DEA method.It is concluded that:on the whole,the efficiency of the efficiency of financial science and technology expenditure on the upgrading of industrial structure is always positive,and the efficiency on the rationalization of industrial structure is not noticeable in the short term,but it will have a negative effect in the long term.Further research shows that the efficiency of fiscal expenditure on science and technology can improve the level of industrial structure through economic growth and innovation resource gathering.Furthermore,the influence on the central and western regions and the eastern region is different.Compared with the eastern region,improving the efficiency of fiscal expenditure on science and technology can significantly promote the upgrading of the industrial structure in the central and western region;compared with the central and western region,it can significantly promote the rationalization of the industrial structure in the eastern region.Accordingly,local governments should abandon the bad concept of science and technology expenditure,break the market protection situation,strengthen budget supervision and give overall consideration to the efficiency of science and technology expenditure in various regions,and strive to reduce various risks.
