为了引导废纸加工行业高质量发展,提升废纸集约化加工水平,培育行业骨干企业,切实提高国内造纸行业的原料供应保障能力,工业和信息化部组织编制了《废纸加工行业规范条件》(以下简称"《规范条件》"),于2021年7月发布了征求意见稿。年末,经过向社会公开征求意见,2021年12月20日,工信部以2021年第38号公告公布了正式版的《规范条件》。就《规范条件》制定的背景和意义,新年伊始,本刊独家采访了废纸回收利用行业和造纸行业的多位专家,其中既有主导参与《规范条件》出台的行业协会的领导,又有废纸回收利用产业链上龙头企业的企业家,希望专家们的观点能为正在我国造纸和废纸收回加工行业里拼搏耕耘的同仁们指明发展方向,上下游行业力同心,共赢未来。
In 2021,China's paper industry ushered in the first year of the“14th Five-Year Plan”period.Looking back on this year,the entire industry responded to the COVID-19 pandemic actively.With the support of policies,domestic demand expansion,export pull,and the ban on single-use plastics,paper industry's production,sales,and economic benefits reached new records.In terms of policy support,two important policies were carried out at the beginning and the end of 2021,which had a profound impact on the development of the industry.And both policies contain the same keyword-waste paper.At the beginning of 2021,according to the“Announcement on Matters Concerning the Prohibition of Imported Solid Waste”released by several government departments,China prohibited the import of various solid wastes including waste paperfrom January 1,2021.As an important papermakingraw material,imported waste paper was imported about 20 million tons per year in the past.At the end of 2021,China promulgated the“Regulations for the Waste Paper Processing Industry”.Regarding the background and significance of its formulation,CPPI exclusively interviewed a number of experts in the waste paper recycling industry and the paper industry.It is hoped that the opinions of the experts can point out the direction for China's waste paper recycling and processing industries,and the upstream and downstream industries will work together torealize win-win development.
