摘要
[目的/意义]各类风险危机会对现实生活甚至社会格局造成不同程度的危害,探讨应急预警过程中“流程式”情报协同能力及服务模式,有助于增强情报工作服务于应急预警的能力和水平,优化应急预警功能的长效机制。[方法/过程]从情报协同的角度出发,梳理应急预警工作的能力作用和现实困境,基于流程视角分析并构建整体性情报工作理论架构,从技术层面、管理层面和组织层面解析应急预警服务模式的情报协同化路径,承接困境分析“流程式”情报协同下应急预警服务的实现手段。[结果/结论]通过协同全流程中各个阶段的情报资源来拓展应急预警服务工作,可以拓展和丰富风险社会中突发危机事件的治理思路,为应急预警服务的优化提供新的视角和触点。
[Purpose/significance]All kinds of risk crisis will cause different degrees of harm to real life and even social pattern.To explore the"process"intelligence coordination ability and service mode in the process of emergency early warning will help to enhance the ability and level of intelligence work to serve emergency early warning,and optimize the long-term mechanism of emergency early warning function.[Method/process]From the perspective of intelligence collaboration,this paper sorted out the capabilities,functions and practical dilemmas of emergency early warning work.This paper analyzed and constructed a holistic intelligence work theoretical framework based on the process perspective,the intelligence collaboration path of emergency early warning mode from the technology,management and organizational levels,and the realization method of emergency early warning services under"process-type"intelligence collaboration.[Result/conclusion]By cooperating with the intelligence resources in each stage of the whole process to assist the emergency early warning services,we can expand and enrich the governance ideas of social crisis emergency events,and provide new perspectives and contacts for the optimization of emergency early warning services.
