摘要
本文以陕西省12个地级市为样本,采用熵值法构建地方政府综合偿债能力评价体系,分析经济发展、财政能力、债务水平三种因素对地方政府综合偿债能力的影响权重。研究表明,经济发展和财政能力对地方政府综合偿债能力的影响远大于债务水平,建议转变地方政府债务风险管控思维,从关注地方政府债务负担大小转变为关注地方经济发展现状,提升地方政府财政能力。
At present,how to deal with local government debt risks has gradually become more and more important.This paper takes 12 local government in Shaanxi Province(including Yangling Demonstration Zone and Xixian New Area)as samples,uses entropy method to construct an evaluation system for local governments,and analyzes the influence of economic development,fiscal capacity,and debt levels on the solvency of local government.The results shown that the economic development and fiscal capacity have a far greater impact on the overall debt solvency of local governments than debt levels.Therefore,when dealing with the government debt risk problem,financial institutions should focus on how to improve the economic development and the financial capacity of local governments,rather than only care about the size of local government debt burdens.
