摘要
本研究依托公共价值管理理论和层次分析法(AHP)探索构建我国制度语境下政府类文化艺术基金(简称文艺基金)的绩效评估体系,并分析相关评估维度之间的影响关系和内在机理。研究表明:(1)公共价值管理理论在核心价值引导、治理效能及绩效管理目标三方面与文艺基金绩效评估相契合,且在社会主义核心价值语境下的转换和拓展具有可操作性。(2)文艺基金的公共价值是公众文化集体偏好、文化艺术机构和项目三者之间共识价值的重合结果。(3)文艺基金绩效评估的目标价值、效果质量、协同与可持续性、效率四类维度,更为全面地反映了评估主客体与社会环境之间的动态关系。本研究结论可为各级地方政府构建和完善文艺基金的绩效评估体系提供参考和借鉴。
Based on the theory of public value management and analytic hierarchy process(AHP),this study explores the construction of the performance evaluation system of government culture and art fund(hereinafter referred to as culture and art fund)in the context of China’s system,and analyzes the influence relationship and internal mechanism between relevant evaluation dimensions.The results show that:(1)The theory of public value management is consistent with the performance evaluation of culture and art fund in the three aspects of core value guidance,governance efficiency and performance management objectives,and the transformation and expansion in the context of socialist core value is operable;(2)The public value of culture and art fund is the result of the common value among the public cultural collective preference,cultural and art institutions and projects;(3)The objective value,effect quality,synergy and sustainability,and efficiency of the performance evaluation of culture and art fund reflect the dynamic relationship between the subject and object and the social environment more comprehensively.The findings of this study can serve as a reference for local governments to build and improve the performance evaluation system of culture and art fund.
