海洋调查船舶管理研究现状与发展研究

摘要 目前,我国众多涉海单位纷纷“造船下海”,船舶管理方面虽然起步较晚,但在充分吸收既有经验的基础上采用了很多国际先进管理理念,大有后发先至的趋势。海洋调查船舶主要承担着相应的海洋基础与综合海洋调查、海洋环境监测与保护、防灾减灾、国际海底区域调查等重要职能,本文通过对国内外海洋调查船舶装备配置、执行任务、管理体制等进行现状分析,探索国家“海上丝绸之路”建设、“两洋一海”战略发展要求的科学化、专业化海洋调查船舶管理运行模式,为进一步提高我国未来海洋调查船舶运行管理水平,助力海洋调查船舶健康合理发展提供必要的理论支撑。 At present,many units built a lot of ships to research the deep sea,but lack of advanced management experience.Marine survey ships mainly undertake the corresponding important functions of monitoring and protecting marine environment,preventing the disaster,researching the international seabed area and so on.Through the analysis of the situation of the equipment allocation,task execution and management system of marine survey ships at home and abroad,this paper focused on the construction of the national"maritime Silk Road"and the strategic development of"two oceans and one sea",provided the scientific and professional management and operation mode of marine survey ships.The research findings which can provide necessary theoretical support for further improving the operation and management level of future marine survey ships and helping the healthy and rational development of marine survey ships.
